Fire risk assessment
A critical process for evaluating the fire safety of external wall systems, following a rigorous three-stage review led by chartered building engineers and registered fire engineers.
A Fire Risk Assessment for External Walls (FRAEW) is essential to identify potential fire risks associated with external wall construction, materials, and design. In light of heightened scrutiny around building safety, a robust FRAEW is now a cornerstone of responsible building management.
At Wrightwood Consulting, we follow a rigorous, structured approach aligned to PAS 9980, ensuring the highest standards of safety and compliance at every stage of the assessment.
A FRAEW report not only assesses the potential for fire spread but also evaluates the broader life-safety risks for occupants — considering the construction of the external wall system and the collective mitigation measures in place across the building as a whole.
Stage 01
A detailed review of the building's external wall system, including construction materials, design specifications, and existing fire safety measures.
Stage 02
In-depth analysis of wall assembly performance against fire safety standards, identification of vulnerabilities, and tailored recommendations for remediation or risk reduction.
Chartered Building Engineers assess structural integrity and compliance.
Registered Fire Engineers review fire safety measures against current standards.
Final Verification ensures all findings and recommendations are thoroughly checked and documented before sign-off.
Design management & compliance
We provide specialist design management and compliance support to contractors and developers delivering complex refurbishment and remediation schemes — particularly within the requirements of the Building Safety Act.
Our role is to bridge the gap between design teams, contractors, and regulatory bodies — ensuring projects are coordinated, compliant, and positioned for successful approvals.
Main contractors delivering refurbishment and remediation projects
Developers managing high-risk residential schemes
Building owners requiring support with compliance and funding
Building Safety Act
We support projects through all stages of the Building Safety Act approval process, with a strong focus on Gateway 2 submissions for high-risk buildings.
High-risk buildings
We specialise in supporting contractors and developers working on high-risk buildings (HRBs). Our approach is practical and delivery-focused — not just advisory.
Golden thread
A key requirement of the Building Safety Act is maintaining a clear and structured golden thread of information — compliance that is not just documented, but demonstrable.
Government funding
End-to-end support for cladding remediation schemes funded through government programmes — covering both technical and administrative requirements.
Initial compliance review & risk identification
Design team coordination & scope definition
Gateway & funding application management
Stage 4 design development & buildability input

For residents & leaseholders
Every building is different, but the remediation journey follows the same essential phases. Here's what you can expect — and how Wrightwood supports you at each stage.
Building Safety Fund (BSF)
For taller buildings over 18 metres
Cladding Safety Scheme (CSS)
For medium-rise buildings between 11–18 metres
Phase one
An independent fire engineer carries out a FRAEW. Where necessary, a brief intrusive survey opens up small sections of the wall. You'll receive a written report with the findings.
Phase two
If works are required, a detailed scope is developed with architects, fire engineers, and structural specialists. Funding applications are submitted and a contractor is appointed through formal procurement.
Phase three
Works are delivered on site, with regular updates to residents. On completion, an EWS1 certificate is issued — enabling leaseholders to sell, remortgage, or buy additional shares in their home.
A note on timescales: BSR approval for high-rise buildings currently takes up to 10 months on average. Wrightwood works proactively at every stage to minimise delays and keep all parties fully informed.
End-to-end process
A detailed breakdown of every stage — from initial assessment through to EWS1 certification — and how Wrightwood supports your project at each one.
01
An independent fire engineer carries out a FRAEW. Where necessary, an intrusive survey is conducted to understand the wall's construction in detail.
Wrightwood's role: We appoint and manage qualified chartered fire engineers to carry out all assessments to the highest professional standards.
02
The fire engineer issues a formal report. If no remediation is needed, an EWS1 form is issued immediately. If works are required, interim measures may be recommended.
Wrightwood's role: We review findings with clients, explain the implications clearly, and advise on next steps and any interim safety measures required.
03
The recommended remedial works are developed into a detailed, costed scope of work that forms the basis of the project.
Wrightwood's role: We lead scope development, ensuring all eligible works are identified and the programme aligns with funding requirements.
04
Working with architects, fire engineers, and structural engineers, a full programme of works is developed to ensure regulatory compliance.
Wrightwood's role: We assemble and coordinate the specialist professional team, managing design development and programme planning end to end.
05
A contractor is appointed through formal procurement. A PCSA is put in place to cover design input, buildability review, and detailed costing before construction begins.
Wrightwood's role: We negotiate and manage the PCSA, ensuring the project is thoroughly planned and the right contractor is in place before works commence.
06
High-rise buildings (18m+) require submission to the Building Safety Regulator. Other buildings require local authority Building Control approval.
Wrightwood's role: We prepare and submit all required applications, managing the approval process and liaising with regulators to minimise delays.
07
Condition surveys are carried out to establish a baseline before works begin. The site compound is established ready for mobilisation.
Wrightwood's role: We oversee pre-construction surveys and site setup, ensuring the project is ready to mobilise efficiently and safely.
08
The contractor delivers the agreed programme of remediation works. Residents receive regular updates throughout, with a dedicated Resident Liaison Officer on hand.
Wrightwood's role: We provide robust programme and budget management throughout delivery, ensuring works complete on time, on budget, and to specification.
09
On completion, the contractor removes all scaffolding, dismantles the site compound, and clears all welfare facilities and equipment from site.
Wrightwood's role: We manage the demobilisation process, ensuring the site is handed back in full compliance with the agreed specification.
10
All residents are notified that works are complete. EWS1 forms are issued to leaseholders, enabling them to sell, remortgage, or buy additional shares in their home.
Wrightwood's role: We manage the final sign-off and EWS1 certification process, ensuring all stakeholders receive necessary documentation promptly.

How we work
A structured, evidence-based methodology that ensures every building we assess meets the highest standards of fire safety and regulatory compliance.
We begin with a detailed façade inspection to identify any potential fire risks within the external wall systems. This stage provides a clear, evidence-based understanding of your building's current fire safety position.
Following the initial review, we undertake a full PAS 9980 appraisal to assess the fire safety performance of the external wall system in line with the latest industry standards and regulatory guidance.
Our team manages the accurate completion and formal sign-off of the EWS1 form, helping clients navigate the complexities of the process with confidence and ease.
All assessments are carried out by Chartered Fire Engineers who are full members of the Institution of Fire Engineers and registered with the Engineering Council.
